There are 2 more users in the server Phoenix connected to ICQ, one is before you and one is after you. When the user after you was approved, the user before you did not use ICQ network, so the limit was hit after he decided to use it. Both are premium or power user, so they use our services with priority and we cannot remove any of them.
You on the other hand are using free services and normal free account.
I don't believe you should blame us for ICQ network's policy to limit connections to 2 per IP. You should complain to them, because it's the only network doing that.

Well then don't ask us either.. we may offer free service but it is private, not public - so whether you have it or not is decided on our discretion, not on your public rights.
Their bad policy is not our concern or problem in any way
. We guarantee a stable connection to ICQ network with guaranteed dedicated IP only to Premium users.
Furthermore your request is rejected as well as your free accounts are closed due to violation of our rules and behaving disrespectful with staff.
Please search for free services elsewhere or try again another time.
