The IRCv3 Working Group is a group of IRC client and server software authors working to enhance, improve, maintain and standardize the current IRC protocol. Logically, it is an activity of atheme.org but represents the interests of many parties.

Other stakeholders in the IRC protocol, such as IRC networks and IRC network operators are invited to participate. If you would like to discuss IRCv3 standardization efforts over IRC itself, you may find the group at irc.atheme.org #ircv3.

The IRCv3 working group is incubated by atheme.org.

FEWONA uses IRCv3 compliant servers and suggests you to use compliant clients such as KVIrc 4.0 and above.

Its a improvement of the previous protocol irc2.8. Specifications can be found in the website above.
This means the client and server software both have new stuff in it. The software which are ircv3 are:

Server Software:
Charybdis IRCd and Atheme Services (currently used by Fewona, Freenode, EsperNet, Staticbox and others..)
ShadowIRCD
UnrealIRCD
InspIRCD

and Clients
Weechat & BitchX console clients
KVIrc multi-platform visual client (best for me)
ZNC (most used and modern bouncer today)
Iris, KiwiIRC and Mibbit (Web Clients)
and others..
